This part of the announcement of Jesus birth was to shepherds  who were tending there sheep. The scriptures tell us they were watching their sheep by night. Night represents darkness and in the dark you cannot see well and you can get lost or be lose your way. Spiritually speaking darkness represents sin, being separated from Holy God who is light. The people were in darkness, they needed a light to see
